As reported by the Ministry, provisionally till October, 2013 captive Coal blocks has produced around 21.7 MnT, out of which 13.6 MnT of Coal has been produced by the private companies and 8.1 MnT of Coal has been produced by government companies.
“No allocations have been made to private companies during the year 2012 and 2013” said Minister of State for Coal, Mr. Pratik PrakashBapu Patil.
Mr. Patil said government has set up a committee under the chairmanship of Coal Secretary with representatives from Planning Commission, Ministry of Finance, Ministry of Labour, Ministry of Law & Justice among others to recommend a framework for the Public Private Partnership with Coal India (CIL) as one of the partners for augmentation of Coal production in the country within the framework of the Coal Mines (Nationalization) Act, 1973.
The Committee’s deliberated efforts on the various models including engaging Mine Developer cum Operators (MDOs). The Planning Commission in consultation with all the stake holders including Ministry of Coal & CIL is in the process of finalizing a Model Concession Agreement (MCA) for engagement of MDOs in CIL.
