Odisha: Enforcement of new mining cess to be delayed

Bhubaneswar: Odisha Chief Secretary J. K. Mohapatra has put a question mark on the extra cess the state government has decided to collect from the miners equal the amount of royalty as peripheral development. According to reports the top bureaucrat while verifying the files, has asked, the authorities whether any survey had been conducted before enforcing the new tax.


The state government on the last week of July had decided to collect equal amount of royalty from the miners for the development of the area around the mines. This was decided in the tribal advisory committee headed by the Chief Minister Naveen Pattnaik. To enforce this government had decided to pass clear the Mining Area Development Regulation 2013.


The state government is currently collecting 10% royalty of ad-valorem prices from the miners on minerals like iron ore and Chromite ore. If the decision is implemented the miners have to pay another 10%. However, as per some sources the enforcement of the new cess is likely to be delayed further after these developments.
