CIL’s prioritization to the power producers has again come forth as a hindrance to
the non-power sector’s coal procurement, where a lot of railway wagons have been
reported pending to be supplied for to the non-power fraternity.CIL’s has only
supplied 59.5 MnT coal to the non-power sector in H1 FY19 (Apr’18-Sep’18).
The total tonnage of coal is around 17 MnT, which was never loaded by CIL and the
allotted rakes remain pending. The estimated value of coal is around 2,000 Crores
and some money on basis of advance is already deposited by the consumers.
Each month non-power consumers are taking coal as per their supply agreements. If CIL
doesn’t supply fuel as per the contract then the number of rakes is added to the
pending category. At present number of pending rakes are more than 5,400 and CIL
stopped adding number of more rakes because of coal scarcity in big powerhouses.
As per our sources, CIL has to send more than 35 rakes a day to non-power consumers
but only 10-12 rakes per day are going to consumers. They are waiting for winter,
where demand of power falls and production rises; they will start sending a greater
number of rakes to the consumers.
At present, the largest number of pending rakes is in South Eastern Coalfields, at
around 2,400 followed by Mahanadi coalfields at around 800.
Priority given to bigger power plants by CIL has affected the non-power consumer ’s plant
operation. CIL has continuously supplying coal to government-owned power plants whereas no coal has been supplied to non-power consumers from past 12 to 14 months.
Failure of coal supply to them by CIL and increase in the imports of coal affected the
business of non-power consumers. Balance should be maintained by CIL to increase
transparency between their customers.
