India Initiates Probe on Stainless Steel Pipes and Tubes Import from China and Vietnam

India’s anti-dumping body, DGAD (Directorate General of Anti-Dumping and Allied Duties) have yesterday initiated countervailing duty/anti-subsidy investigations concerning imports of welded stainless steel pipes and tubes originating from China and Vietnam.
The products under consideration (PUC) are classified under HS code 73064000, 73066110, 73061100, and 73062100.

The probe has been initiated on the joint application from Stainless Steel Pipe and Tubes Manufacturer Association, New Delhi, Stainless Steel Pipes & Tubes Manufacturers Association, Ahmedabad, South India Stainless Steel Pipe And Tubes Manufacturer Association and Haryana Stainless Steel Pipe And Tube Manufacturer Association.

In their complaint, the petitioners have alleged that PUC are being exported from China and Vietnam at the subsidised rates which is harming the domestic industry. DGAD has found the ‘prima facie’ evidence of the existence of countervailable subsidies on production and export of the subject goods in People’s Republic of China and Vietnam, and such subsidized imports are causing material injury to the domestic industry through their volume and price effects.

The period of investigation in the present investigation is April 2017-March 2018 (12 months). The injury investigation period shall cover the periods 2014-15, 2015-16, 2016-17 and the period of investigation.

According to India’s customs data, the total imports of PUC in FY17 are recorded at 215,000 tonnes, the imports from China during the year were highest at 121,934 tonnes whereas from Vietnam the same was recorded at 14,230 tonnes.
